How would enabling two-factor authentication help in the case funds are already stolen? There is basically no way to return the funds unless the hacker returns them himself.

If done properly, it protects the funds from being stolen but cannot help for after it has already been sent out.
It is very difficult for hackers to breach 2FA especially those using email or authenticators.
