While they have the same owners, they have different board of directors, no single individual serves at both board at the same time. None of the clubs serves as a feeder to the other. They both operate their separate businesses, account and administration.

Obviously UEFA will just soften their stance on clubs being run under the same organisation not allowed to play in their competitions.City are very good at greasing authorities palms with their oil money.
